shared neutral circuits (MWBC) into Protected Load Panel

My understanding is that if I move one half of a multi-wire branch circuit (MWBC) from an existing sub panel to a new Proteced Loads Panel (battery backup) I am required to move the other half too.
Basically, if black wire goes, so does red?
Is this correct?

This is gonna suck because I will fill up the precious space in home owner's new Protected Loads Panel (only 25A max supply from inverter) with unwanted circuits.

In addition, if loads are turned on on the legs you didn't move, the system may try to push power to them in off grid mode, which is pretty bad for mutliple reasons.
