I am working on a power plan where there are several office furnitures. There are power poles at each station serving 3-4 chairs or person. At each power pole a 3 phase junction box is shown with shared neutral. 3-4 three phase junction boxes are circuited from one three pole breaker. I wonder if I can show three single pole breaker, instead of a three pole breaker. All these circuits share the neutral.

You can use 3 single pole breakers, but they must have a handle tie so that all three will be disconnected simultaneously. See 210.4(B).

Doesn't it depend on what code cycle that municipality is on?

Probably not, the simulation disconnect rule for furniture partitions pre-dates the MWBC rule and first appeared in the 2005 NEC.

605.7 Freestanding-Type Partitions
Partitions of the freestanding type (not fixed) shall be permitted to be connected to the
building electrical system by one of the wiring methods of Chapter 3. Multiwire branch
circuits supplying power to permanently connected freestanding partitions shall be
provided with a means to disconnect simultaneously all ungrounded conductors at the
panelboard where the branch circuit originates.
