I know about shared neutrals, but this was a new one for me. It took me a minute to realize what was wrong with this panel. Conceptually it works, but i'm not letting this go.

A few code cycles ago common neutrals were specifically allowed for outside lighting and could be argued it was allowed for more than that.
 
You are permitted to run a single neutral for multiple branch circuits but that is only permitted for outdoor lighting circuits. So you're correct that the installation is wrong. And it also looks like the EGC bus is connected to the neutral bus, another violation.
 
Agreed. The jumper next to the top 1p breaker should have been removed.

There is a slight chance that all of the breakers are approved for the panel.
 
As other mentioned. If a feeder you need to remove the bar going from the netural and ground bar.
Remove the sticker (service disc).

Now how to handle the handle tie (s) that another fun one.
