Sharing emergency panels between floors

Medical office building, 6 stories.

I have (2) set of emergency panels, transformers located on 2nd and 5th floor. The one on 2nd floor will serve egress lighting, alarm, etc on 1st, 2nd and 3rd floors. The one on 4th floor will serve similar load on 4th, 5th and 6th floors.

Are there any codes requiring emergency panel need to be on every floor to serve emergency load belong that floor and can't serve other floors?


* Emergency panels: was back up by generator through ATSs.

I agree. Every third floor is a common design. One panel serves the floor that it's on and the ones above and below it.
