nec 605.7 is this only for freestanding partition or doe this applies to equipment like lighting, convience receptacles. say 3 circuits sharing neutral.

Yea and No.
Anything in Art 605 would apply only to "Office Furnishings", but, Art 210.4(B) which covers Multi-Wire Branch Circuits in general, says the same thing.

In the 2005 NEC there were two different requirements. The handle tie requirement was only in Article 605. Other MWBC's didn't require handle ties. Now there are two requirements as Augie mentioned. Since Article 210 applies to all MWBC's this makes the Article 605 requirement moot.

What year was Art 210.4(B) adoptive?

Section 210.4(B) was new to the 2008 NEC. Unless amended out of the code by a local amendment, this section would be part of the 2008 NEC and be applicable at the time when the 2008 NEC is adopted by your local AHJ.

Each jurisdiction is different and adopt the NEC at different times. There are states and areas that won't be adopting the 2008 NEC for some time.
