Shocking hot plate

My son bought a two-burner hot plate from Walmart. American make. He gets a shock from holding the handle of a frying pan on the stove.

I measured 26V from the metal rim of the burner to the sink. On a wire from the rim to the sink, zero amps.

Opened up the burner. There are two ceramic insulating sleeves dangling on the ends of the burner elements. They have no function.

The appliance says UL listed. Any comments?

(1) iwire: Yes you can feel 26 volts.

(2) Karl: Take the item back to the store. Whether you ask for an exchange or a refund is up to you. But I would not accept an exchange for the same model from the same manufacturer.

Karl,
Where is the listing label at. Is it on the cord or the hot plate itself? Many times a manufacturer will install a listed cord set on nonlisted appliance giving the impression that the appliance has been listed when it hasn't been.
