If a guy were to take a length of PVC, glue a coupling on both ends, and slice it down the center, to make a repair sleeve, all the parts would still be listed raceway and fittings. Just field modified by a cut in a horizontal direction, instead of a vertical.

Asking for a friend.
 
The repair sleeve is not a simple split pipe. it has tongue and groove joint on the long edges. I wouldn't think field cutting the PVC in the manner you suggest not an allowed modification to the PVC conduit and it still be a conduit for a complete raceway.

I don't see a problem with it but since they make a listed product I would use that. Sometimes you have a scenario where you have to improvise. EMT and a plumbers no hub fitting to hold the PVC together.

Got a call from the GC. Evidently they hit a data com line. I have a sleeve on its way, but it’ll be Monday at the earliest. I considered a field made one with PVC Pipe Wrap. I’ll probably just stick with the factory one.
 
I've made them out of size bigger pipe and a table saw. Some glue and hose clamps and it makes up like a really long coupling.

If it's just a hole or a crack I've milled out the stop inside the coupling and then cut it in half and glued the coupling over the hole.

If you can pull the wires out you can cut away the broken section and use expansion couplings and some scraps of pipe to fill in the missing link.
