Is it required that you have an engineering stamp to complete a short circuit analysis and install the stickers on the equipment. Could I get documentation which ever way the answer is.

It is my understanding that you do not.

There is no description any place (other than in individual project specifications) that sets requirements for performing short circuit calculations.

Your reference to stickers makes me think you are actually talking about an arc flash hazard analysis. However even NFPA 70E-2009 does not say who is to perform the analysis.
