Short Circuit, coordination and arc flash

We did the electrical design to upgrade half of a million square foot warehouse in CT. We left the MV distribution and the 6 substations that in the facility alone; reusing fused switches to feed new distribution panelboards and a lot of standard panelboards. I am realizing now that we neglected to call for the cadre of studies we would normally require; i.e. short circuit, arc flash and coordination. Had I to do over again, I'd have required studies to the extent necessary to add stickers to only the panelboards I was responsible for adding. I realize that the facility has an OSHA concern here. But that concern goes well beyond my scope of work. I'm primarily concerned that we will not have the site specific arc flash labels. All my 480V distribution equipment will be fully rated for 65K (substations range from 1000KVA to 2500kVA so 65KAIC ought to suffice (arguably excessive). I have NO Emergency distribution whatever so 0.01 selectivity is NOT an issue.
 
My first thought in reading this, is there a question here? My second thought was what was in the scope of work request/bid document? Was arc flash analysis called for? Should the bidder have taken exception that no studies were called for in the RFP?
