I have an instaneous trip (adjustable trip) circuit breaker with only short-circuit protection. Would the incident energy calculations be the same - even though the circuit breaker provides no overcurrent protection?

Essentially, yes. Incident energy is based on short circuit or ground faults, not continuous overload current. But what would you be using that in? Hopefully it's part of a factory built motor starter, right?
