short service wires

the wires coming into the main service panel from Edison are too short for any replacement panel I can find. the wires are 9 inches and new terminal/lug location requires at least 15 inches to accommodate. will Edison replace those wires or am I responsible as the contractor?

Can’t speak for Edison but I know my area the service entrance conductors are the contractors responsibility
 
That is why they make compression butt splices and tape.

I would have been more inclined to replace them out to the meter can, at minimum.
I was under the impression service entrance conductors cannot be spliced?
Are the wire from the meter to the panel service entrance conductors?

That was changed to okay a few decades ago.

Yes, everything ahead of the service disconnect.

The NEC views the meter as a "lump" in the service cable.
