Should I call the City to report this?

The other day- Outside in the Rain/ Snow I was modifying an existing Landscape Irrigation system . I was laying Drip Lines Above Ground- On my hands and knees I started feeling tingling and a loud pulsating buzzing sound next to me. My co-worker and I followed the sound to a On - The - Ground Transformer box that was 20-25' away from where we originally felt it ( Large Green Box Roughly 4'x4'3') . While standing 5' away from it you could hear this box Pulsate Buzz Loudly and everytime we heard it- you could feel something go through your body while standing, almost like viberation but more like tingling . This lasted for maybe 2-3 minutes.

I asked the customer if they have ever heard/ seen this. Or perhaps a Sump pump is in the box. She said she's never seen this before and didn't know if there was a sump pump in the box.

I'm around these boxes ALL THE TIME for Irrigation. I have never felt/ experienced this in 15 years , just curious if you think this is a concerning enough issue for me to report it?

Call the power company immediately. They have an emergency line if it's after hours. This is most certainly NOT normal and needs immediate correction.
