Shower room with toilet receptacle required?

I can’t seem to find an answer for this. If there’s a shower room with only a toilet, the vanity is outside past the door, does the shower room need a receptacle? To me it seems like because there is no vanity a receptacle isn’t necessary.
 
210.52(A) General Provisions. In every kitchen, family room, dining
room, living room, parlor, library, den, sunroom, bedroom, recreation
room, or similar room or area of dwelling units, receptacle
outlets shall be installed in accordance with the general
provisions specified in 210.52(A)(l) through (A)(4).

Bathroom is not included in that list.

210.52(D) Bathrooms. At least one receptacle outlet shall be
installed in bathrooms within 900 mm (3 ft) of the outside edge
of each basin. The receptacle outlet shall be located on a wall
or partition that is adjacent to the basin or basin countertop,
located on the countertop, or installed on the side or face of the
basin cabinet. In no case shall the receptacle be located more
than 300 mm (12 in.) below the top of the basin or basin countertop.
Receptacle outlet assemblies listed for use in countertops
shall be permitted to be installed in the countertop.

But yeah, Infinity nailed it, IMO.
 
Bathroom. An area including a sink (basin) with one or more
of the following: a toilet, a urinal, a tub, a shower, a bidet, or
similar plumbing fixtures. (CMP-2)
 
Agree it isn't a bathroom, and it doesn't sound like a kitchen, family room, living room... So what is it? Maybe a closet (water closet!) or utility room? I don't think they have any requirements for receptacles.
