Shower Steamer Circuit

I've studied 210 Part I. They're installing a shower steam unit and I have a 240-volt 30-amp single-phase circuit, residential. The steamer is 6K and pulls 25 amps. This slightly exceeds 80% of the 30A circuit rating of 24 amps. It is not a continuous load. There's nothing else on the circuit. The circuit uses a 30-amp breaker and #10 THWN copper wire. I can't see where this would be a problem or violation, does anyone have an opinion? Voltage drop should not be a factor. Thanks for any replies.
 
The 80% would apply if it were a continuous load which as you've stated it is not so at 25 amps on a 30 amp circuit is fine. Unless the manufacturer's instructions say otherwise you could use a 25 amp OCPD.

210.22 Permissible Loads, Individual Branch Circuits.
An individual branch circuit shall be permitted to supply
any load for which it is rated, but in no case shall the load
exceed the branch-circuit ampere rating.
