Shunt trip for a building with two laterals

We have a building with two breeze ways and on each wall of breeze way we have a 5 gang meters feeding 5 units.So on 4 walls we have 20 meters feeding 20 units in the building.Now POCO is bringing in two laterals each one terminating into one tap box.So in total we have 4 laterals from POCO transformer feeding 4 meter stacks. Is there any requirement in NEC or IBC where you need to install a shunt trip breaker on all the meter stacks so that the fire fighters can shut the power to the whole building at one location?
 
Patience, my friend; we don't get paid for this.

In my opinion, if the stacks are not adjacent, the "group disconnects" rule doesn't apply.
 
I think if it becomes a requirement then the requirement should be on the utility service to make sure a location is there for firefighters to shut the power to an area... something that I have wondered about as we seem to see it on tv, yet, it seems like it would be too usable by criminals...
