I don't think Siemens breakers are. But basically, if they have a pressure plate instead of just a screw, then two wires can be used.

Not sure about exclusively saying pressure plates being listed but breakers (such as square D) list the breakers as allowing two conductors.

no. Some Square D breakers are. If they are it will say so right on the breaker
