Installed a Siemens FSPD060 type 2 SPD on an exterior service panel. The factory leads were very long. I have installed a lot of Leviton 120/240 spds, the leads were only 18” and were zipped tied every 2”. I always install directly opposite the branch breaker with short leads

Siemens instruction include cutting to as short as needed for as straight as possible feed. Limit bends especially sharp ones.
Personally would prefer longer and shorten rather than need to add wire.

Instruction discuss making a tap under ten ft tap rule which may be why the long conductors
