Sign Post - Overhead wiring

Wiring from building to a sign - no ID on wiring (looks like plain NM, though could not verify). This wiring method (see photos) appeears funky. Is this OK?

NM could not be used outdoors.

If it happens to be UF it could be used outdoors.

UF could be used for an overhead span but would have to be 'messenger supported' not pulled tight like a clothes line.

So IMO the answer to your question is no, it is not OK.
