Signal Cables in Pipe Chase - NYC

I am looking into running a 24V signal cable up a 15 story water pipe chase in NYC, and I can not find any mentions in the NEC or NYC Electrical Code that prohibit this. Does anyone know where I can find references to this in code somewhere?

I called the NYC building department and was informed that I can not run the signal cable up the pipe chase, unless I can provide 3' clearance between the water pipes, and the signal cable. This doesn't sound right, but I am just looking for someone else who has ran into the same problem. Thanks!

No problem that I can think of in the NEC. No requirement to keep away from water pipes. Must be Riser cable or better, but that is all I think that Article 725 or any other NEC sections might require.
