You have a few problems.

1. Due to the different specific gravities of the 2 oils they will not mix, which may cause soem heat dissapation problems.

2. The primary reason to use silicone oils is the higher flash point and therefore increased safety from lower fire hazards, depends on where this unit is located you may be in violation of life safety codes.

3. Depending on the size of the unit you may have a problem. Adding 15 Gal to a 40MVA transformer will probally not make a difference, adding 15 gal to a small padmount may be a problem. A rule of thumb is adding 10% mineral oil to the total volume may lower the flash point to less than 300 degrees.

You best bet is to have an oil sample drawn and tested per ASTM standards by a qualified testing company (Find one at www.netaworld.org) , and do a follow up test after 6 months after the oils have mixed.
