Simple Question about Dry/Damp Vs. Wet Location

I'm pretty new to the wiring scene and I am currently taking an NEC class which has left me with some confusion regarding raceways embedded in concrete. The Code says that "Installations underground or in concrete slabs or masonry in direct contact with the earth" shall be considered as wet locations... but what about installed in concrete on or between upper floors of a structure? Would the continuity of the concrete be the determining factor regardless of it's elevation above the point of direct contact with the earth? Can someone give me some practical examples of when raceways installed in concrete could be considered a dry location?

The key phrase is "in direct contact with the earth". That would be for a conduit embedded in a concrete slab sitting atop dirt. Raceways embedded in concrete pours on floors above the slab sitting on the earth would not be considered wet locations.

Thanks for the help... you've confirmed my suspicion for this one. The reason I asked is because this actually came up in class in the form of two seperate questions and I was told that (1) a raceway installed in concrete on the third floor of a building is a wet location, but that (2) a raceway installed in concrete between the first and second floors would be dry. That totally confused me.
