singe phase heaters on 3-phase wye

Designing a system for a customer. They're supplying 208 three-phase wye. Which is great since the pumps we use run on that. They also want us to use two heaters. The heaters are 208 single-phase, so they get wired leg to leg. My question is, do I use a two-pole breaker to feed each heater? I was already planning on using a single-pole SSR to control the heater, but that's different.
 
Yes two pole or you can get a three phase heater.
What is a SSR?
I used the Chromalox heaters, 3 phase, with internal transformer for T stat. The T stat wiring is class one, so that wiring can be run with the power to the heater.
 
The three-phase heaters are 400V, and that won't work for the pumps.
An SSR is a solid-state relay. You connect the contact side to a digital output of a PLC, and with temperature sensor feedback and a PID control, you can turn the heater on and off to achieve pretty solid temperature control of the liquid that's circulating through it.
