Single conductor 15kV cable routed in tray laid flat, not triplexed?

We have a 1/C 15kV, shielded three phase feeder being routed in cable tray and the lead EE is saying the conductors should NOT be triplexed in a bundle but rather routed separately, laid flat across the tray. There is a about four inches between phases and EGC is also separate
Does this make sense?

Does this make sense?

Usually triplexing is best to cancel out inductance between phases
Also having the EGC away from tbe 3 phases really compromises the fault path
