single conductor cabling in Manhole

This contractor has routed #14AWG and #10AWG XHHW-2, single conductor cable, 600V power and 120VAC Class I circuits in a manhole using non-metallic supports every few feet from wall to wall. MH is 10ft x 10 ft x 12 feet deep. I dont believe this is sufficient support but cant find in the Code where its a violation.
 
And its not about support but the conductors are to be in some type of a raceway. This is a large manhole, what else is in it? What I don't know is there are large manholes with MV and HV racked on the sides, can XHHW-2 be run on the sides similar to the MV and HV?
