Single conductor use in CABLE TRAY

Are there any single conductors, less than 1/0 size, that is rated for cable tray use? The code allows only single conductors sized 1/0 or bigger for use at 120V, so other than the exceptions listed, when can 120V single conductor be used for cable tray?

392.2(B)(1) seems to say it all. You can't use anything under 1/0, except for the grounds

Does anyone know why the NEC does not allow for single conductors to be installed in the cable tray below 1/0?

You need to find the Technical Committee Report and Technical Committee Documentation (these documents are now called Report on Proposals and Report on Comments) for the 1968 code to find out the reason. Prior to the 68 code smaller single conductors were permitted in cable tray. My code documentation starts with the 84 code so I can't tell you the reason.
