Single Load private sub-metering

We are being required to provide a sub-meter for a single load in a large multi-story office building. The load is a small air conditioning unit that plugs into a stand 120v receptacle. Im looking at using the Emon model: E10-212025-JKIT (25 Amp).

From what I can tell, this meter has a single whip that is routed to the electric panel and the sensors are looped around the branch circuit conductors for the load, and then a breaker is provided for the meter itself. The installation manual only shows entire panels being monitored. Has anyone used this to monitor a single load within a panel?
 
I've seen it done on branch circuits before. It will work. Just put the current sensor around the one wire. The voltage sensing breaker should be on the same phase leg as the one feeding the AC.

Im not really sure who will be tracking the usage. The issue is that the electrical for the tenants is included in their lease in the CAM fee however things like portable air conditioners are not permitted unless they are billed separately. The cost of the meter will probably equate to 5 years of electrical costs to run the 120v air conditioner so overall its ridiculous, but required still.

How many need to be metered? You may want to check out EKM metering. I used their system and it cost less than emon and can be set up to a computer network with other meters, make reports etc.
