Single Mode Fiber Optic Testing

Would would be the correct test specification for testing outside plant, single mode fiber?
What I can find is TIA 568-C.
Would the light loss test be included in TIA-568C, and is that test called out at 1,310 and 1,550 nm?

What I could use would be a link to some boiler plate for fiber testing.

When I worked with OSP SM fiber, we always tested at 1310 & 1550 - first with a power meter and then with an OTDR.

Different customers had different requirements for their service; some wanted close to a 0 db loss and others would accept much less.
