Single phase circuits Grounding conductors needed?

I have a lighting panel 120/240 single phase, 3 wire system, feeding single phase circuits (lighting is majority).
1- Do i need to run a grounding conductor along with the line and the nutral? ie my cable would be 2#12 +1#12 Gnd for 20A CB?
2- If I am feeding 240 outlet, do i have to run the grounding conductor as well?

Depending on the wiring method. Conduit could be your grounding source. An equipment grounding conductor is needed in some form.
