single phase panel off three phase metering?

Hello - very happy this resource exists. Im looking at a job w/ 400A main disconnect 3phase (208-120) feeding 17 60A modular meterings which supply 16 sm. apt's and a house panel. without having to upgrade the metering the customer wants to upgrade to 200A house panel (going w/ electric hot h20) - My experience is somewhat limited w/ 3phase services - but assuming the equip. is rated for it - Could I tap 2 legs of the 3 phase service bus and run a 200A disco and(120V 208V) house panel - or would I have to go with a three phase disconnect and panel arrangement? Sorry if the question is too "muddied" - Im just wondering if drawing excess amps on two legs is a no-no. thank you for any consideration of this post.

You should do a load calculation first and make sure your service is adequate.
If the added load is questionable, I would think about adding the 200 amp as a second riser (lateral) to go along with the existing 400 if that is feasible.
You can feed off any two legs, but in the interest in keep the load balance, 3 phase would be better.
