Single phase resi elevator disco.

I got a call Friday from our resi PM. He stated that the elevator contractor supplied a 3? safety switch and needed the single phase 240V feeder landed on poles 1 and 2 and that the branch circuit for cab lighting, ventilation ect be landed on the 3rd pole. Violation of 620.51 IMO.

So after telling him this, he tells me he has in the past we always supplied a single phase safety switch for the controller feeder and a disco for cab lighting and ventilation ect that has an Edison base fuse. He tells me the fuse is so the elevator mechanic can put the fuse in his pocket while working on this branch circuit. OK, well 620.53 states that this disco shall be a fuse or circuit breaker capable of being locked open. Is putting the fuse in your pocket considered being locked open???

The safety switch for the controller also comes with an auxiliary contact kit. Any idea what this does?
