Exactamundo! Treat the third 'synthesized' leg as the high leg on a 4-wire Delta: the third leg is only for 3-phase loads. However, unlike a Delta, you should not try to power a 1-phase line-to-line load using the third leg.
 
We used to see these in small printing shops located in strip stores.
I wouldnt consider a rotary or static phase converter to be something so unusual.
Two wires in, three wires out. Of course it would only be for the equipment it was dedicated to.

Another fun thing to see is a small electric generator on a 480v sewing maching set up only to power a 120v worklight.
