Banana - Breakers are generally "if it's not a problem I don't think about it," so few people follow any recommendations regarding breaker maintenance (even something like exercising them a couple of times during an annual scheduled outage, for instance) compared to those who follow ATS recommendations. So you're basically in a situation where the odds of failure start out small because it's a (relatively) simple device, but one that never gets maintained, versus a more complex device with more breakage points, but receives routine inspection and care.
