Single service mulitple service disconnect

I have incoming service coming into trough that has four service disconnect grouped one location.

I provided one grounding electrode conductor from each service disconnect to common grounding electrode. The common grounding electrode then bonds all grounding electrides present at building.

Inspector came along and said grounding at each service disconnect not allowed and should be at one common location at the trough.

I said 250.64(D)(2) allows this and he said not per NEC 2014 Article 250.24(A)(1). I asked is their any other local amendemnt preventing installation and he said no just 250.24(A)(1).

Am I right or the inspector?

Grounding electrode conductors can originate from each and every disconnect OR can be connected at any one point ahead of multiple disconnects such as in your wireway.
 
Based on what inspector said my GE coming out of each service disconnects should be removed and one GE from trough to common grounding electrode be installed. 250.64(D) allows either way. Inspector quoted 250.24(A)(1) for change. As to how this is conflict thats why I posted because I dont see how.
 
The inspector is being unreasonable. 250.64(D)(2) clearly permits what you did. That entire section does not exist for any other purpose except to permit what you did.
