Site ligting pole with emergency and normal power circuit.

In my past experience AHJ has accepted both normal and emergency power sharing raceway inside of a site lighting pole. However, article 700.10 does not explicitly indicate this is acceptable. A current project requires helicopter beacon lights to be installed at the top of each precast concrete pole and it is not feasible to provide an independent raceway for emergency power circuits. Due to the fact AHCA will be oversight this project, I am hoping to find a precedence on this matter. Is the lighting pole with multiple fixtures attached considered a single entity 'luminaire'? If you have any experience on this matter please provide your comments.
