Six switches for feeders

In 2020 NEC ....225.31 and 225.33 Disconnecting a feeder to a detached structure. MLO panel with six or less BC breakers or install a main/backed breaker tied down.
What I don't know,, Is the code referring to the feeder or branch circuits when disconnecting the supply. Shouldn't I be able to control the live bus.

You were allowed six total. Feeders or BCs.

If it is a feeder, there is an upstream breaker that can be opened to kill the bus. To disconnect the circuits in a building, there is the general 6 strokes of the hand rule, so up to 6 breakers or you can just use a single main.
