I need some clarification. You mention "primary total is 60 amps", is that a load in addition to the transformer ?
What is the actual load on the transformer ans what type of load is it (motors, lighting, etc) ?

I'm a little confused with the wording in the OP. But I think you are going about this backwards. I think you are trying to size the load to the supply when in reality you need to determine the load first, and then decide what is needed to supply it. If you have existing equipment you want to use, you still need to do the load calculation first and then see if what you have is sufficient.
