Size of Grounding Conductor

I need to run new 200 A service cables from a residential outside disconnect to the main panel in the garage. I would like to use individual conductors in conduit. What size grounding conductor should I use? Table 250-66 says #4 minimum. However, commercially available 2/0 Cu SER utilizes a #1 bare copper conductor. If #4 is OK whay is the #1 conductor used in the SER???

The manufacturer of these cables do not design the cables to comply with all the provisions of the NEC. Article 250.122 requires the minimum size equiptment grounding conductor. There is nothing wrong with a larger wire, the bigger the better.
