On the subject, is it acceptable to add 60% of the max load for a panel on a sub panel? I don't think so.
You can put 100% load on the panel as long as the load isn't continuous. Most breakers are rated 100% non continuous and 80% continuous.

Why not? Unless the panel has a limitation on how much load can be connected to a particular slot you can have 100% of panel rating connected to one slot.

100 amp panel with rating of 100 amp per slot can have 100 amp load connected to one slot. Kind of makes the rest of the panel slots somewhat useless but there is no code violation.

I have seen some panels with 100 amp bus but only have rating of 70 amp max per breaker slot, but there you can have 70% of panel rating connected to one load.
