I interpret the NEC code that the size of the bonding jumper for cable tray to be in accordance to Article 250.102. My question is this - for new installations where the cable tray is not filled but is expected that additional cables are to be added in the future to this same tray, should you estimate the largest equipment OCPD that may be supplied via this tray and install a bonding jumper of that size for this cable tray? For eg. say I have to install a branch circuit supplied by a 15A OCPD, and I use a 12 awg aluminium bonding jumper as per Table 250.122 for my cable tray, however 3 months from now I install a 30A OCPD branch circuit, and use the same cable tray then would I need to change the bonding jumper to a 8 AWG?

Im not sure if I am interpreting this correctly... please advise?

Absolutely! However, the Code is for the installation of electrical wiring now and not the future. 90.8 is not mandatory but is recommending that you plan for the future.
