Sizing breaker for motor starter

We have a 200HP motor, in sizing the breaker we took the code book and got 240 amp for motor and went 250% to size breaker and got 600 amps for the breaker but we downloaded a sizing program and it said use 400 amp breaker which is it?

The title of table 430.52 is misleading and should really be changed because those values listed in the table are not the maximums. Exception No. 2 of 430.52 (C)(1) lists the maximums.
