I have a 1 HP 208V 4.6 A motor. The controller assembly provides OL protection and 8A time delay fuses. Can I use Table 430.52 to size the branch circuit protection using an inverse time circuit breaker? Do I use the motor current rating or the NEC table rating for a 1 HP motor?

You would use the appropriate table from Article 430 to size the OCPD and the conductors based on the HP rating and voltage. You can use an inverse time CB sized according to Table 430.52.
