Sizing Equipment Ground (Fixture Wires)

Table 402.5 lists ampacities for wire sizes 16 and 18.
Ampacities below 15 amp.
250.122 (A) states that "the EGC of the wire type shall not be smaller than shown in Table 250.122." Which lists 15 amp #14 CU. as it's minimum.
By which code articles are EGC with ampacities below 15 amp sized?
