8ft, steel rods 5/8 or larger and non ferrous 1/2 or larger.

mentioned in NEC 250.52

It also mentions that a large ground rod might be need in different scenarios. I'm not sure in what situation would you use 2 ground rods
or a larger one. I'm guessing when you're using a higher voltage, but I'm not sure how high the voltage or current has to be to
consider going over the minimum grounding requirements.
 
Larger dia ground rods are used to be able to drive deeper, they are used with couplers.
The voltage has no bearing on length, diameter or number, for common electrical services. Sometimes cell towers and comm facilities will have elaborate grounding requirements for lightning

How are you interpreting that section? That section makes no mention of non-ferrous rods being 1/2" or larger. It also makes no mention of a larger ground rod being needed in certain installations. If the rod is 1/2" it is required to be listed.
