Sizing help

Both state that the max OCP is 15A, so no, you can’t use a 20A breaker unless there is a 15A OCP device somewhere else.
Can’t comment on voltage drop with knowing the length of the branch circuit run.
 
1. Note MOP of 15 amps. Somewhere in the circuit you need a 15 amps OCO DEVICE. 2. likely #12 is more than adequate. What length of circuit.
 
Its a heater, running at 208V. Probably one of the least sensitive things to voltage drop there is. Nameplate load is around 7 amps. Unless the circuit is over 200' long, you are probably fine with #14. #12 on a 15A breaker could be run. Some industrial customers really don't like #14 and demand that all circuits be #12 or larger. But they need to be willing to pay for it.
