Sizing junction box for NM wire

I’m looking to move an electrical panel approx. 24” over from where it currently is. I am trying to figure out if I can leave the old panel where it is, convert it to a “junction box” (remove the guys and put a solid blank cover over it) and connect all the wires in there from my new panel. Without any pipe coming in or out of the box, would I have to use the box full calculator to see if I have enough space in there? It’s only a 12 circuit 60Amp panel so I know there will be room in there to work. But I want to make sure I am not missing any codes on this besides reverting back to a box fill calc. Any input?
 
You can do your calculations based on 314.16(b) but it would be a first if there was any fill problem.
On RARE occasion I have heard of an inspector not wanting to allow the cabinet as a j box so you might check. It's very commonplace in this area.
 
Yes, it's allowed 312.8.

You can use the existing panel cover . It must be screwed shut/

75% fill of the splice panel.


IMO it does not look good. Esspecially if you ever sell the house. The H.I. may not know what it is. The new owners will say what is that for.
