For service minimum size-- basically the service neutral must not be smaller than the service bonding conductor- often it would be the same size as the grounding electrode conductor until you get to service conductors over 1100kcm.

230.42(C) Grounded Conductors. The grounded conductor shall
not be smaller than the minimum size as required by
250.24(C).

230.42(C)(1) Sizing for a Single Raceway or Cable. The grounded
conductor shall not be smaller than specified in Table
250.102(C)(1).
