Sizing of Conductors in Raceway

With all of the various rules involved in grounding, I'm having a difficult time nailing this down. In a 3-phase 480 V application involving underground raceways, which rules do I use to size the grounded conductor (neutral) and the grounding conductor (ground) in the raceway.

You use Article 220 for the grounded conductor and Article 250 for the grounding conductor.
