Which NEC Code specifies the correct technique for sizing the main circuit breaker for a 3 Phase 4 Wire 120/208V panel board?

Article 220 has the requirements calculate the load to be serviced by the panel, article 408 has the requirements to protect the panelboard.

408.36 Overcurrent Protection.
In addition to the requirement of 408.30, a panelboard shall be protected by an overcurrent protective device having a rating not greater than that of the panelboard. This overcurrent protective device shall be located within or at any point on the supply side of the panelboard.
 
As pointed out above, calculate the load for the panel. The breaker is sized to carry the load. An important and basic rule is the wire is always protected at its ampacity.
