Sizing refeed of fire damaged equipment

I'm involved with a project that experienced a fire to their 1600 amp main distribution panel. The feeders (4 sets 500 MCM CU) are fed underground from another building. The cables have been in the pipe for 40 years and were damaged in the fire. The owner does not need 1600 amps of power anymore. I would like to supply them with 800 amps so I don't have to pull all the old cables out (really tuff to pull). My question is the breaker that feeds this building is an ITE breaker, 1600 amp frame, 1000 amp continuous current with dual overcurrent trip, with a time delay pickup that will adjust to 800 amps. Can I size the cable for 800 amps or do I have to size for 1000 amps?

My first concern here is the cables. If they were damaged by the fire how do you propose to use them for anything?
