Sizing troughs

Is there a different calc for sizing though and J-boxes? For example a 2 meter service is fed underground from the utility transformer with 350 kcmil and splices in a horizonal trough with 3/0 thru a nipple to each meter above the trough. Does this need to follow the straight pull rule (314.28A1) or is it different because it is spliced? It would need about a 24" box if that rule is followed, yet most situations I see like this are trough. Is there an exception if it is spliced? Thanks Scott
 
If an auxiliary gutter is used as a pull box 314.28(A)(1) applies. If splices are made 312.6(A) applies. See 366.58(B).

Its kind of funny though, I don't think it is actually possible to use an auxiliary gutter as a pull box. By definition an auxiliary gutter is intended to supplement the wiring space of the equipment is serves. If it is used as a pull box it is really a wireway. I wonder if Code Panel 8 is aware of this?
